Wont hit above 5grand..

Iam asking this for a freind at my shop, he has a older gen prelude I think like a 88 or 89 the 2.0L. But it wont hit about 5grand. Anyone have any ideas what to check or what it could be?

vtec solenoid... or vehicle speed sensor..

check engine light must be on
take a look at that first

not if it's obd-0 and he said a 88ish
