Default Which B series motors respond best to mods?

Which B series motors (and which obd period) tend to respond the best to engine mods? im thinking 96 and older GSR. Correct me if im wrong..

I would go with a turboed 3rd gen b18. but that's just me.

forgot to mention..... exclude forced induction from mods, just n/a applications
