another question about steering rack..
Ok I was working on a 89 prelude on the steering rack just as pratice car I have right now. I have removed everything now iam down to the crossmember and the bolts which are 14mm came loose fine I didnt hear anything I did everything right did not snap them or anything came loose pretty easy. The only problem is that they keep spining and I can feel the top part of the bolt reaching my hand over the member but I just don't see how Iam going to get it to come out? Has anyone ever worked with this before. I really need help cause I have to get this done. Is there some sorta tool that I need to keep the top from spining I cant tell if there is a washer or some sort holding it from coming out.
I really need someones help.

now Iam thinking I never broke the bolt from the first time, cause all three of these bolts just spin. They come loose then just spin when I keep turning them with a rachet. There is no access above to keep the bolts tight on top so that the bolt can screw out.

I've removed racks before and they always just unbolted. Three bolts. Maybe the welded in threaded portion broke away or something.
