eh, the b16 pistons would not be legal.
and I think the idea of an ls/vtec would really be stretching the rules.

is the ITR in the same class?
If so I would consider ITR pistons and cams in a gsr motor, you will get decent gains from the bump in compression and cams.

usdm or jdm itr pistons??
usdm aren't that great go jdm or ctr pistons with itr cams

I don't think itr's are in the same class. I haven't looked at a rule book in a while. I think a straight up gsr would be your best bet.

as you can see already, the hassles of building a legal LS/VTEC probably isnt worth your time... just go with a GSR...

US ITR pistons do make a decent difference in a GSR motor.
I know of a certain 4DR Teg that runs mid to low 14's with just those mods and a cat back exhaust.

in that case you may be more competitive by just going straight-up B18C1.
