96 Integra DB7 Right brake light not working

Default 96 Integra DB7 Right brake light not working

Car
1996 Integra 4dr Automatic

Issue:

Right brake light and turn signal started doing something strange. When the headlights are on. Neither the right turn signal or right brake light work but when the headlights are off they work but they are dimmer than the left set. I've also noticed that when the headlights are on and you flip the right turn signal, in the gauge where the turning signal blinks it will stay solid green and not blink at all. If you turn the headlights off then it will blink normally.

What I've done so far:
Replaced both brake and signal bulbs on the right side. Checked the fuse. Tested the connector on the right side and it's reading 11.5 volts. Cleaned the main connector and the connector for the bulbs with the spray electrical cleaner from discount auto. Still does the same thing. Any advice offered is appreciated. Thank you very much.

What happens when you push hazard button?
Start with bad ground on black wire on right rear of car. Clean and remake connection.

Ok now when you say clean and remake connection what do you mean exactly? I'm not too savvy with electronics but I can strip and reconnect a wire if need be. so if you could put it in a little more simpler terms I'd appreciate it man thanks.
