Default WTF 2005 Civic issues

Hey guys, i have a 05' civic and somethings gone wrong. (its my moms car) She came home after grocery shopping and the car just died. I went outside to check if it was the battery, brought my multimeter and the battery read 13.5 volts. So it wasn't dead. I check the grounds they looked OK. We tried cranking it and it wouldn't start. Then i just said to park it, so i turned the key to put the tranny into neutral and it wouldn't shift. So i dced the battery and put it back tried it again and it shifted. When we parked the car i tried cranking it and as soon as i turned the key all the lights on the dash would go crazy. This happens every time i tried to crank it. There's no sputter or attempt for the motor to turn over. I never messed with anything newer then 95' so I'm thinking there is an electrical short or open wire somewhere but idk any help appreciated thx.

^For sure, I bet when you crank car and measure battery voltage it dips to 5 volts. I hope it is not your alternator that drained your battery.
