Default help testing obd 1 codes with jumper

i have an 91 ef converted to obd1 i tried doing wht they say and using a jumper wire to complete the connection to read my CELS on the dash

so i hook it up all looks fine, i wait for codes and then it just blinks over and over at the same speed. not getting slow and fast clicks only slow.

so either A: no codes or B im doing something wrong

never had obd1 b4 always had obdo so i just look in the window of the ecu.

anyone know wtf im doing wrong?

i have a few things not plugged in so im assuming there should be at least a few codes but i get nothing, and car wont start and i need to read the codes so i can start clearing shit off my list
