make sure cylinder one is at TDC and then spin the cam gears (with the belt off) until the timing marks on them line up, and then put the belt back on and tighten it.

jdmb18,
When I originally read your post it sounded like all you did was an
engine swap and you were trying to time the ignition to fire it up.

If you had mentioned that you had messed with the cam timing, my answer would have been different.
------------------
If you are going to turn the cams, as boostking suggested, remove them so that they don't go pushing the valves into the pistons, then get the marks lined up and then re-bolt them in.

With some engines, turning the engine over with the timing belt off,
will bend valves against the pistons. Or....... turning the cams over with the timing belt off will bend valves against the pistons.

Once you get everything/all marks lined up. If it still doesn't run right,
doing a compression check will tell you if a valve got bent.-Bob

With most cars...

-#1 at TDC
-Crank pulley marks lined up
-Rotor pointing at #1 plug wire
-Plug wires in firing order 1-3-4-2-Bob
