91 ef got an obdo to obd1 jumpe harness with p28 chip i take out the chip and put it back in and it runs the same the harness is not reading my chip need help ASAP

need more info. How do you know the issue is the chip? Check engine light on?

make sure the jumper harness is pluged in all the way sometimes u gotta push on it like crazy.. well atleast for mine.. and when my boy did obd0 to obd1 he changed his dizzy to obd1
