Default K20 help needed, DTC p1259

O.k. Im working on a 2003 civic SI engine was grenaded, replaced bad engine, with used engine, everything seems to be o.k. except the P1259 code comes on, and the car wont rev past 4,000 rpms. I know the code means vtec system malfunction, where do i go from here? wiring seems to be in good shape. The solenoid on the front of the cylinder head was clogged with debris, cleaned and reinstalled. prior to starting new engine. Then there was a solenoid pack on the side of the head facing the firewall. This was also clogged with debris and was cleaned and reinstalled, prior to firing the new engine. So here i am wondering if these solenoids have gone bad... any ideas?? Does anyone have any of these solenoids around? And, im not too sure which one could be tripping this code, or can either do it? any help would be appreciated, thanks, and yes i have cleared the code many times, it just keeps coming back. Once again thanks for your help

did it throw a vtec code or a VTC. If VTC the cam timing is off. If its VTEC then check the cover on the front of the head, next to the motor mount. It has a screen that could be clogged.

yeah at this point the assumption is that this part is bad, now trying to find someone that has one is a true challenge.
