Automatic ECU chipped but no C51/52? Why?
So I was cleaning out my storage today and found a stack of old ECUs. I found a Auto P06 ECU that is already socketed. After inspecting I found there no .5 caps on c52/51? Will that keep the ECU from working properly? J1 is jumped, 28 pin is socketed and chipped, rp18 jumped, ic16 ic15 resistors removed, r54 has a cap too. I am confused. why would the person who socketed the ECU do all that and not install C51/52. Also there is no data log installed but im not to worried about it. I have the feeling I am going to have to do some soldering anyways..
Any help/explanation as to why the ECU is like this would be much appreciated.

c51 and c52 are not required components. (Hondata doesn't use them).
