Default fuel pressure regulator

My brother in law has a 95 teg ls, Let me say what the hell is going on with these cars this year. But he is having problems with his, He went with me to get a main relay as well from my other post. But he thought that his relay was bad. But it still not starting up right. So he told me that he unhooked the vacuum hose to the fpr and the car starts and runs. But as soon as he hooks up the fpr to the vacuum the car sounds like it wants to turn off. What would cause that is that a bad fpr or is it something else. Any info cause I'm helping him and to me I think it is either the pump or fpr is bad. Fuel filter has been replaced but also the fuel pump is kicking on. Like I said he boiught the relay thinking it was that but it isn't. So what could cause the problem.

Could be the fuel pump too...you really need to get a gauge to figure out if those could be the problems.

+1 on Gauge, vacuum line could have slit- causing rich condition/no start. Be shure NOT to have the regulator hooked by a strong vacuum source.
