dremmel.. heavy duty cutting disk (at walmart 3 dollars a pack), masking tape,.. pretty much all i used..

I would carefully measure both sides of the car to get them in exactly the same place on both sides of the car. I would check to be sure of what the drill bit is going into.

I would make the hole just big enough to fit the wiring through
with a grommet to avoid a wire wearing through. I would seal the back with silicone seal.

this is the website i used as a guide when i did mine. i bought that little tool they use it cost like 10 bucks at radio shack

my boy will do them for $30 his number is in my sig he's done plenty so i'd trust him
