Default help: Condenser Fan not switching on

Car: 00 Civic Dx

Took the car to have the a/c charged with refrigerant today and found out the condenser fan isn't coming on like its supposed to. I jumped the condenser fan to the battery and it functions perfectly. I check checked and replaced the relay for the compressor and the one for the condenser fan. I checked the fan fuse and that was also good. I checked power at the relay terminals and at the fuse terminal and all were good.

It seems like something isn't sending power to the fan to kick on when needed.
A/C blows cold until the condenser gets too hot.

Can anyone help with this issue?

So its a possibility the sensor on the dryer is bad? Or is it a better possibility that the thermostat under the dash is bad?
