Default replacing seat belts! please help!

I am trying to replace my seatbelts in a 95 integra. I can't get the belt to pull out in order to finish mounting them. Any suggestions?

the self locking mechanism will lock the belt unless the housing is oriented in the original mounting position.

if you orient the housing the same direction and angle the locking will disengage.
this is easiest by bolting the housing into place first before trying to mount the belt pivot

+1 when my seatbelts were out of the car they were locked till I figured out the exact way they sat in the car. I thought they were broken for a while.
