Crome is a free program, and Neptune is a better one which is steal cheaper than hondata

Sell the neo and use the cash toward tuning

Yes, there is. Sell the afc, use a chipped obd1 ecu to have the car tuned on eCtune, Neptune or a cheaper hondata system such as hondata s100.

Neptune & eCtune use a socketed/chipped ecu which you already have.
Concerning how it works when you go to get tuned, you simply bring the car to the tuner & have them tune the vehicle. Pricing varies from tuner to tuner.

I would use whatever editing program your tuner is comfortable with . That way you can be assured the vehicle runs properly . I wouldn't use Crome unless you can't afford a better editing system , and even in that case I would just wait and save to make sure your car runs the way it should .
