Default integra gsr idle problem

my friend has a problem with his 01 integra gsr with JDM B18C.
car ran fine but few weeks ago his crank pulley got loose and had to re tighten up after that it start acting up.
every time when he drives, RPM stays high around 1700 and stays there for awhile then drops it down but when u press cluth, it jumps back up and stays high rpm again. it also sputters too. its weirdddd lol
we checked all the vacum lines and also clean up IACV, change out the map sensor, new spark and wires, new disturbitor.
i think its timing is off but im not too sure about it.
any help would be greatly appreciate it!

What do u mean crank pulley got loose? Did the bolt on the crank pulley start getting loose or did the tensioner bolt come loose?
