Question about OBD1 swap and Idle

Got Eg hatch and LS (b1) swap in it. Here is my issue.
On cold motor, engine revs until 2k abnd idles there for a bit, idles up and down... when motor is hot, idles up and down when stopped.
Found IACV and cleaned on and replaced it. The only difference between the one i replaced and the original one is that the diameter of the hole next to the screened one was larger. The LS one is smaller.
At any rate, the cleaned out IACV helped with the idle when engine is warm. It does not rev up and down continuously as before.
So here is my questions:
1) is it normal for my ls to rev up to 2k and idle up/down between 1k and 2k when engine is cold? when it gets warmer, the idle gets more staedy.
2) after replacing IACV, i noticed that unless the car is stopped, the idle goes up/down between 1k and 1.5k (like if i'm doing 60mph and go in neutral for example). As soon as I stop, the idle goes and stays around 1k.
normal?
I'm also throwing a code 9 which i think is due to my distributor which i will be fixing very soon.
Just wanted to see if anyone could normalize the idle or whether someone has a guess as to what may be causing the idle to not be steady all the time. I just remember that on my original d15 and my d16 swap, i never had the idle issues... it was just steady when the engine was cold and steady under 1k when hot, even when going at 60mph in neutral...
Never had a b series swap, so wondering is there is a sensor or other miscellaneous issue i could look at.
Or maybe it's because of the code and once that is fixed, the rest will be back to "normal".
