Default integra idle problem

I have a 91 integra with stock obd0 ls..The head was replaced by a friend before i got the car with a 99 ls head but still has obd0 intake n stuff..Anyways, the idle surges from 1250-1500 rpms. if you plug the little hole in the throttle body where the tps connects to half way it stops the surging and the idle drops and stays. What does this mean? I think the iacv is bad but not sure cause i took it off and inspected it and it looks great. What can I do to fix this? What part would i need to pick up? please help thanks..please keep this thread clean just lookin for some help and advice

I would put it back how it was. Remove and clean out the Idle Air Control Valve.

the white ring wasnt even on the threads it was completely backed out so i dont really kno where it supposed to be so i just tightened all the way to close the valve figuring i would just hold the rpms up myself to warm quicker or just leave it and itll just take alil longer to warm up and i took off the iacv the other day and the screen is clean it was zero gunk build up
