There are three different adjustments you can do to your tires, Toe, Camber, and castor. The problem you have is camber, where the top of the wheel is further in (or out) than the bottom of the wheel. To fix this, you need to buy a camber kit, and take it to a shop to get your alignment adjusted back within factory spec. You can also simply use spacers, but this is a less precise way of doing things. If you have too much camber, you will begin to see uneven treadwear, and decreased tire life.

buy a camber kit, get a set that has front and back. whether you can see it or not the front will need one too. make sure you get a kit that will work with whatever amount of drop you did. then get a propper alignment, and make sure all the wheels are the same size when you do.

Excessive camber decreases the contact patch and would reduce overall handling performance, maximum camber within factory spec is usually more than enough to compensate for any positive camber induced by cornering forces.

How could his rear wheels be leaning OUT after lowering? With a short/long arm setup they slant INward.

Most people think that lowering their car induces massive tire wear, this is not true. Lowering your car causes massive toe issues unless properly aligned and that causes tire wear, not camber (to a point). Actually lowering your car a couple inches will usually give you a nice amount of camber for cornering/autocross. When I dropped my car roughly 2in. I ended up with -2deg camber up front and with washers -1.5 in the rear. Those numbers are damn good for autocross.

However once I dropped it till it was tucking (springs weren't long enough to go higher) I actually hit almost -4 deg of camber...that was WAY too much.
