exact same thing happened on a civic i was putting lowering springs on. what i ended up doing was just drilling out all of the bolt straight through and since i drilled the bolt and threads i ended up putting a new bolt and nut through it. make sure to use an electric powered drill and a damn good bit or an air powered one would be better. im sure someone will have a beter solution. just giving an option.

heat up the rubber bushing it goes through and knock it out & replace the rubber bushing and get a new bolt. Since it is stuck Im pretty sure the rubber bushing needs to be replaced anyways.
Gearhead performance usually has them in stock

Get a torch heat the bolt on the shock and get an impact and it will snap it. Take the LCA off if you dont have the means to drillit out take it to a shop they will do it for a small fee.
