Idle is Too High!

Check if the IACV is stuck open. Pull the plug with the engine running and if idle doenst drop theres your culprit.
Next guess would be the FITV. With the car up to operating temp take off the cover and stick your finger over the hole. If you feel suction the wax pellet has become lazy and youll need to replace/rebuild/fix the FITV.
