Default 95 Acura Integra starting issues.

I have an integra in my shop right now. The car will not start. It turns over and has spark but no gas. I have dropped the tank out of the car and it was full of rust (its been sitting for a while). Also when you turn the key on you do not hear the pump turn on like a car usually does. I have also cracked the fitting loose at the fuel filter and its bone dry.

I need some insight from a honda/acura person as I am a painter by trade and not a real strong mechanic.

I think I should put a new pump in it and a new tank due to the rust. Change out the filter and add new gas. Please let me know if you think I am on the right track.

The only thing I didn't check was the fuel pump relay/fuse due to me not being able to find one. let me know if I missed something please!!!

connect a test light to the fuel pump power wire and turn the key to the on position, if you have power to the pump you need a new pump, if not check the relay. g/l

where is the relay located? I could not find it in the place under the dash nor in the place in the passenger side of the engine bay. Can you point me into the right direction.
