some block guards are a weld in type while others are just a slide in... but if it's already in the block no use in taking it out.

even if its not welded in, theres really no way of removing it. The press in types fit in very tightly, thus the need for a hydraulic press, and they should sit below deck height. So the main thing is HOW would you get it out??? Not to mention the fact the cylinder walls are usuall distorted a bit once you install it, thus the need to bore and/or hone the block once installed, and IF you could get it out, odds are the same would happen, so you would have to bore and/or hone AGAIN, IF you didnt damage the cyl.s too bad fighting to get it out... basically, when so much force is used to press 2 or more metal objects together (basically in this case the guard is pressed against the block on the outside, and the sleeve inside) they basically become one object, if that makes any sense... Think of it as plywood... Once the pieces are together, they dont come apart...

So basically what Im saying is once a block guard is installed into a block IT DOESNT F'ING COME OUT!!!!!
