to start my power steering pump has not been hooked up in awhile

i noticed fluid under the car so i checked all the fluid and none was missing (oil,tranny,water) i did not check the power steering fluid cause it has been with out a belt for awhile now so my friend told me to see if my tierods had fluid on them and they did so i guess the fluid that was in rack came out does that mean the rack is bad and i have to get a new one or is it ok to drive the way it is cause im used to not having power steering now just worried about driving the car if the rack i messed up
