Default idle surge w/ lights are on

finally got around to adjusting my valves friday. double check triple checked all my clearances. all are good. car idles fine unless i turn on the headlights. starts to surge for 10-15 senconds then smooths out. im thinking its electrical due to the fact it only acts up w/ the lights on. probally a ground? engine rpm would always drop then pick up when i turned on lights but never surged like this. any help will be rep'd thanks
car is a 95 dx w/ d16y8

yea im steering to the alt. maybe the voltage regulator inside is going out? the foglights in my car where wired to the parking lights i unplug them and the idle dips but pulls back up. maybe the alt isnt compensating enough for the load that the lights put out when turned on? ive got no lose in power. put brand new plugs in last week which were gapped to specs.

test the voltage coming out of the Alternator, my bet is on the regulator.

just take your car to advanced auto parts or w/e and have them scan your electrical stuff. it will tell you whats wrong with it if it is the tps
