Sure. Block off the oil return ports that don't match on the F23 block and modify the head gasket and get a set of H22 head studs. You'll also need to modify the water pump, the teeth on the cam gears from an H22 are different from the F23 so you'll need to pull the cog off an H22 water pump and press it on in place of the F23 water pump, this can be a real pain. but other than that it's not bad. Your looking at a really low compression set up here, about 8.5:1. If you need some help sourcing the parts I have some left over from my G23 build, I've pretty much got everything you need if your looking for a package deal, from the h22 head to the bolts and a spare waterpump you can pull the cog off and put on your F23. Just PM me and we can work out a deal. Oh, you'll also need to use an H22 timing belt and depening on if your F23 is vtec or not you may need to swap ECU's all in all though it's alot of trouble to go through when you can just swap an H22 in there and get about the same amount of power. However it is a mean combo if you have the spare parts laying around and a turbo to slap on there.
