Check the code.

Here is a tutorial if you don't know how:Honda-Tech.com: Honda Civic/Del Sol (1992 - 2000): The new CEL thread (includes how-to and codes)

Then reply and let us know what code so we can give you a much better answer as to why your car is not starting.

screw your idle air control valve screw all the way shut and see if the car dies out, if it does then you have a bad IACV because it should keep the car running when the airway is closed

if the car stays running turn back the screw 3 times to get a base of where it should be idling at. if you have it too far open your car will surge at a stop i.e. being stopped at a stop light.

def check the CEL code and let us know

I see people out there spending money on the car to improve it … If you spend half that effort just working on your driving skills, making you and the car work together as a team, then you’ll go faster – period. To make the car go a second faster on the track takes a lot more energy and money than making yourself drive it one second faster.
