so anyway best way to start making it fast is to decide upon a goal and a budget. What are yours?

Since the SOHC VTEC has been ignored mostly Id say instead of rebuilding it try to find a low milage motor out of a salvage yard and swap it in. The price would be about the same but with less down time. As for obtaining your need for speed if youre going to stay with this motor turbo is the only way to go fast. Id recommend a nice t3/04 turbo kit like a DRAG Fmax or RevHard. That setup on a stock motor should get you well into the 14s without a problem.
