Default need help w/ dizzy rotor

so im trying swap my cap and rotor, but the rotor is stuck on there. before anyone even tries to say it, im holding the screw in my hand right now, so thats not it.
i have never had a rotor not come off before, but im pulling on this thing and its not budging. i have even taken the distributor off to get a better grip on it. anyone have any suggestions before i take the dremel to it?
thanks in advance.

it looks like there may be some rust on the shaft, should i try and hit it with some pb blaster first or just cut it off?

I usually give them a good smack further onto the shaft and then try to yank on it and they usually will come off then...but hey the dremel works too lol.
