the spool up time GREATLY depends on the size and trim of the back housing. IE: .48, .63, .83, .90, 1.01)

How fast a turbo reaches full boost depends on a lot of things. One of them being the A/R of the turbine housing. Turbine wheel, compressor wheel, downpipe size, exhaust size, etc. A GT35RLS spools faster than a GT35RLS with a 67mm compressor wheel (GT3567RLS) due to the mass weight

I would imagine that a turbo car that hits boost when vtec engages would cause some traction issues??

That's why non-vtec setups are better and get an LS tranny with long gears so you can stay in boost foooooooooooooorrever!
