the 19 psi difference from 1 and 3 seem to be a little too much.

my compresssion on my z6 block/y8 head was 195 across the board, compression on that motor is about 9.5:1.... dunno if that help comparably to the 9:1

is it a fresh rebuild or how many miles on it, if its used?

I believe the compression numbers are only supposto be around 5-9 off from each other...

another thing, You need to list what block, head, crank, rods, pistons, bore, stroke, has the head been milled, has the block been decked, what size HG? There are wayyyy too many variables to guess what the compression in PSI is going to be for your setup.
