100 bucks is cheap for hids, the problem is that plug and play kits aren't the greatest. They break, are not water proof at all, blind people on the roads and have pretty bad glare. The "right" way to do is to retrofit hids from another car in to your headlights, its alot more expensive but the end result is much better.

While saying that, i still have seen some people pull of plug n play kits nicely when they can angle it right and use a glare guard.

you get what you pay for, more often than not, and $100 for an entire kit doesnt sound like the type of kit you want to waste $100 on...

but thats IMO

I hasd the same problem. So i bought some 12K Hids from Meccatune. They made about a 400% Difference in visibility. AS far as aftermarket kits blinding ppl, its gonna be the same as the factory. HIDS WORK BEST IN PROJECTOR BEAM HEADLIGHTS. If you aim the correctly then you wont have a problem. If you just stick them in a regular headlight, they arent as effective and can be annoying to passer-by's .

AS for the 100 Dollar kit, you get what you pay for. Most aftermarket kits are pretty cheap in quality. That why you have to find out who manufactures the parts for them. After i researched them i found that Meccatune (Has a 3 year warranty) was one of the best for aftermarket setups, have had mine for over a year no prob. and some other friends have them as well. They sell for 249.95 which isnt bad. Anyways good luck.

And if you do decide to get HID's then your gonna need to upgrade your factory wiring for the lights in order for them to function properly. You can buy the harness from most vendors when you order, very easy to do though.
