Default HELP car won't start

Well I did a LS/VTEC Swap and Due to a bad wiring Harness I swapped out the DX harness and swapped it with a EX harness. I Have a 5 speed car and my old harness was a 5 speed dx. The new harness I got was a EX automatic since it had a 3 wire IACV. Will it make a difference? I can't get the starter to crank over. I hear Relays clicking but nothing else. Can i be forgetting something? I have a OBD1 Motor with a OBD2B EX harness. I have a Starter off a 91 integra LS. MAP,TPS, Alternator, Starter, and ETC plugs all plugged in. What Can be causing this?

There is no power going into the ECU. When the Key is on The ON position the CEL indicator does not turn on. No power is going threw the harness. The starter does not crank. It is definately not the starter since it's brand new. I checked all the fuses with a Digital OHM meter and all checked out fine. Backprobed the Harness at ecu connector and no voltage was read. Can someone please help me OUT!!
