Default F22 Timing Belt Question

Im working on a 94 accord ex...sohc vtec motor...right now i dont have a manual only the cheap haynes, and the sequence to tension both balance shaft and timing belt are very vague..If anybody has any input on this, it would be appreciated...need to get this thing running....All marks are lined up and belt are routed properly with a 6mm bolt in hole on balance shaft..just need to know which one to tension first or both at the same time.

not my first timing belt job, so i understand everything about it, just my first balance shaft motor.....thanks
