did you try adjusting the idle screw on the TB?

also, be sure the IM/TB/IACV/FITV are all tightened down properly.

the white screw thing in the FITV? lots of people do, and the only prob you will get from that, if anything, is that it will idle low, which is not your prob.

as for the TB, is there any chance the allen key screw (with the 7mm nut) that holds the throttle pulley is keeping the plate from shutting properly?

also, did you try to lower to idle using procedure? (removing the IACV plug and resetting the ECU)

there is a very small allen keyed set screw that is held in place with a 7mm nut that keeps the throttle plate from closing too far and getting stuck.
