can 3qrts of oil stop vtec from low pressure

in a gsr 95 can 3qrts of oil stop my vtec from engaging because mine doesnt engage and i only have 3 qrts of oil in it

Vtec or not your an idiot, you know you have 3 quarts. ADD SOME. Im waiting for the post... can 2.5 quarts of oil throw a rod
