Default most powerful si exhaust

I was just wondering what exhaust (with a cat) for 99-00 civic si (or any si for that matter) would produce the most power.

help me out, thanks

E-cutout with stock exhaust. best of both worlds. At least it is on my boosted car.

boosted and n/a are completely different.
with n/a you want some back pressure and anything bigger than 2.5" on a small displacement motor is going to hurt more than it helps. thats one reason why all standard(greddy, tanabe, skunk2) honda/acura cat-back systems are 60-70mm.

Remove the cat for a highflow cat or resonator, I would not recommend a simple test pipe because most n/a vehicles will sound horrible with a test pipe.

Choose which ever exhaust meets your application & sound requirements.
Some jdm exhaust systems such as t1r are true 2.5 systems, most other systems which are designed for usdm cars are 2.25 due to the fact that they are designed to bolt up to the factory 2.25 cat etc.
