Default fuel pressure?

i just got the holley fpr on my b16. i know stock at idle should be around 38 psi and hose off it should be around 40 or 41psi. my problem is hose off i'll set it to 40 or so and it'll hop back down to 31 psi when i reconnect the vaccum. with hose on i'll put it to 38 and hose off it'll hop to almost 50 psi. any ideas on wtf going on here? theres almost a 10 psi difference with hose on hose off. Wut the heck do i set this freaker at.

Fuel pressure will very depending on whats done. The few time i have been dyno tuned they turned mine down to around 32 at idle and 40 something going. It always works great at that.
