The best fix for cloudy headlights is 1000 grit sandpaper, a bucket of water and some 3m rubbing compound. Soak the sandpaper in water for 10 mintues and wet sand the lenses, use some masking tape to protect your paint. Sand as much as you want, you can use a gritier sand paper depending on how foggy they are. Let dry and apply 3m rubbing compound on them and buff out (can use a power buffer or towel). The damn things will look brand new and you don't even have to take them off your car.

Don't worry if they look very hazy at first, after you apply the rubbing compound you will notice the difference, this all costs about $10.......

The only downfall to this is about 3 -6 months down the road you will have to apply more rubbing compound to bring out the clarity..........

Trust me, this is the best fix........
