The D15B7 uses a hydraulic transmission and is OBD-I, so you will need a cable D series transmission (preferably one out of a 88-91 Si,EX civic or crx). You will also need to convert it to MPFI and get a OBD-I conversion harness as well as a OBD-I ECU.

Not really . He could use a CRX/Civic Si D16A6 computer/harness and it would run fine ...

The tranny on the other hand will not work .

This is true, but finding a A6 harness as well as a ECU has become a bit of a challenge nowadays, plus he would need to use some OBD-0 sensors, personally I would rather just convert it all to OBD-I while I'am going to be doing that much wiring work anyway ...
