Default Boosted crx question

I had a question for you guys out there....i picked up a crx lastnight....91 si it has a 94 civic ex 1.6 sohc vtec motor and its turbocharged......i bought it with the swap just sitting in there we hooked everything up....its alive!! but now i have some problems.....one....the turbo doesn't want to boost past 1lb the turbo is spinning freely w/o shaft play what could cause this?wastegate?he said the wastegate was adjustable?.....also what about the map sensor i thought this wasn't alowed to see boost....should i use a check valve within the vacum line? What about the distributer to use....should i use an obd0 si distributer? i don't know what distributer is in there now but it doesn't fit right with all the bolt holes.......Anything you can help with is awsome....i need it haha (by the way i we only payed 750 for the car)
