Default Brake Problem 92 civic rear disc brakes

Hey I need some help guys. I just put rear discs on my 92 civic hb, I swaped from 95 si. But the problem I'm having is that the rear wheels is appling pressure with out breaking.
So I change the proportioning valve from the 30/30 to a 40/40, and now the problem is still there. Do I have to change my master cylinder as well for this setup to work?

the master cylinder does not need to be changed, that's like changing your radiator because you swapped in a different motor. since the civics from that time frame use a ton of the same parts the only thing you would have needed was the ppv which you say you already have. I would check to make sure that the pistons on the calipers were retracting all the way.
