Post Weird Idle and CEL !!!PLEASE HELP!!!!!!

Ok here is my problem. The car is a 94 Civic Coupe with a B18b, the car has been running pretty good ever since the swap until about a month or two ago when my idle started acting crazy! When I turn on my car it will sit and idle up and down for a while, but sometimes after a while of it running it will go away. Could this be the IACV, because I have the TPS set at 4V open and .5V closed. Also after I drive it for like 10 minutes a CEL comes on and I have been noticing that my car smells as if it is dumping too much fuel because I am getting shitty gas mileage so I think there could be a problem with my O2 sensor but not sure, what do you guys think? Also is there anywhere to get my car scanned? I cant find Obd1 scanners anywhere for my car and AutoZone/Advance said they cant do it, somebody please help!!!

Check your cold start under the Throttle body. It's 2 8 mm bolts, Un screw them and take the plate off and use a pair of needle nose plyers or a flat head screw driver to screw it back in. All of these honda's have this problem. Go fix it and get back to me.

Why don't you jump the service connector and see what code it is throwing, that will point you in the best direction IMHO.

see how to check your ecu code here

Ok I tried looking for the connector to no avail, I think Im not looking in the right place, when i look up under the dash where your feet usually go on the passenger side, you should see it there? I dont see a green cover or connector. What am I doing wrong, this is killing me not knowing what code it is, so I cant even begin to fix it.

Please someone point me in the right direction. I still cant seem to find this connector, is it plugged into something already? Do I need to remove something to see it? The only wire that seems to be like the one mentioned has a green little plastic thing over it but there is more than 2 wires going into it and it is kind of a bigger connector I think. HELP!
