99 ls surging idle

ok its a 99 acura integra ls it has surging Idle problem. It has been converted to obd1 by glen at coastal dyno. I was thinking its the iacv but I replaced it and that didnt fix it. no codes being thrown. the idle will stay between 1200 and 1500 rpms. I have no clue if there is any ideas let me know please.

The problem could lie in the ignition timing/idle set screw.
Is the ignition timing on the ecu modified in any way?
Is the iginition timing at set to 16.5 deg ?
Have you played with the plathead idle set screw on your throttle body ?
