H22 wont rev out in 91 accord w/stock tach

H22 wont rev out in 91 accord w/stock tach

A good friend of mine has just finished the 95ish h22a into 91 accord. The problem lies in the fact that it wont rev past the stock tach's red line(6499). I believe the h22 redline is 7500. what do you guys think?
I heard this is common, is it true?

i have a h22 in my accord and i never had that problem.
