engine whining noise???

engine whining noise???
In gear or in neutral at low RPM's mostly idle whines loudly under the hood untill higher RPM's then it's higher pitch and not as loud. Any help would be great thanks???

maybe t-belt is to tight that will cause a nasty whine sound/could be powersteering pump or alt. check all those
