Default friends vtec problem

Hes got a ls/vtec b18a with i thnk a 96 gsr head, anyway when he hits vtec, it gets loud, but doesnt pull any, oil level is ok and hes unplugged his solenoid, checked out, looks ok, but he also said about 20 mph his temp gauge, even though the car is warmed up, drops about half of what it is when its warmed up, my guess is ecu is tellin vtec not to engage cause it thinks its not warmed up, but who knows, i had him reset the ecu, and no dice... he doesnt know much about hondas and he lives in BFE @ st leo, so he doesnt know any local garages, anyone help me/him out?

vtec is not a magical turbo boost just a small helper if he has the stock Ls pistons still in the block and stock gsr cams i can see why it does not pull

change the thermostat, to see if it stays warm, then go from there
