wow back on topic it is probably your alternator it happens when it starts to go bad it doesnt give the battery enough charge so when you turn on your headlights it drains powere from everything so g get your alternator and battery checked for free at autozone or discount to see which one it happens to be before you spend money on the wrong thing hopefully this helps you out

it seems to be a really fucking odd thing. what year crx. It may take some trouble shooting but a multimeter and the wiring diagram will be the salvation. If the connectors on the back of the cluster are good, then I would lean towards a wire, or a few wires, that have been rubbed against something and causing a cross connection, since it all has to do with the gauge cluster area I would look at the wires coming from the steering column ( for the headlight switch wire) the dash dimmer dial wires and all the wires off the cluster. you may have to peel back the factory tape but a visual may let you find the problem.
