u dont need a tolld to take them off, only to put them on.
to take them off just put a deep 17mm socket(doesnt have to be exactly 17mm) flush on the retainer then smack it with a mallet. itll pop the keepers out along with the springs and retainer

If you want the correct tool you can get it off the tool trucks for about $125. I use a snap-on myself.
I've never seen any of the NAPA tools work on dohc vtec engines.
